The seller said for me to put in an "Item Not Received", so he could send me a refund, but I can't

Have not heard from seller and Ebay has not stepped in???

I still have not heard from the seller. The seller sent me the wrong item. I ordered "Nail Polish" and the seller sent me "Powder Facial Blush". eBay said they would step in if I do not hear from the seller, but they have not.
