i used to remember when someone was close to my top bid ,if i put another 1 in it stayed at the price , but now it jumps to next increment and that stinks

how do i get a quick answer to verify an autograph?

Buyer in Italy ISNT responsive or paying , I opened a cancel order but should have opened unpaid item .....how long do I have to wait for this cancel to go ? Buyer DOESNT respond, ebay doesn't let me open unpaid since I have cancel option in progress...
