Listing says item is in Florida Seller's profile says otherwise This needs to STOP PS

twice now in the last few weeks, sellers have canceled an item because they were out of stock, then turned around and listed the REASON for cancelation as "buyer requested". This is clearly not fair to me - it's not my fault - and Ebay does not seems...

ebay only gave me a refund for the item not shipping. I never got the item, now what?
