eBay discontinued promoted listings express on April 15th. In the email they sent about this they said we would be able to use promoted listings standard for auctions but that doesn’t seem to be possible. Has anyone been successful in doing this?

I’ve had 3 non paying buyers in 2 weeks and these buyers seem to suffer no consequences. They can’t be given negative feedback and they don’t lose privileges in the marketplace. Is there anything a seller can do to discourage this behavior so that I ...
