Ebay won't show option for free or customized shipping

When I list my only options are calculated shipping or local pickup

Help! When I list an item, eBay gives me only two shipping options; local pickup or the calculated shipping. It won't give me any other options such as free or customized shipping cost. What am I doing wrong?
