In my case the item had already been purchased, paid for and received.
After all of that had happen I see this message: We removed this listing
from the site.
The seller hasn't shipped my item nor will she cancel the sell. I can't
use the Resolution Center because a message pops up that the item is on
its way --which it isn't! Is there anything I can do?

The USPS tracking is now working again. However, mail I'm tracking is
still not moving. My return is about 70 miles away from the seller's
city, but it has been in that location now for 4 days!
