Why am I being charged a listing fee when I still have free auctions and 'buy it now's

So hubby has scheduled some listings that ended and they've all been charged a listing fee. We still have plenty of free auctions and 'buy it now' listings so why are eBay now charging us again? Anyone know? TIA
