second chance offer bidder wants to buy an item, but ebay link doesn't work so he can't pay for it.

a winning bidder cancelled, i offered next highest bidder a second chance offer, but he sent a message saying he wants it but ebay won't let him pay for it due presumably to a fault. i can't contact ebay about it either. thanks.
