I can not find Add Second Category on listing page - only Change Category

I looked everywhere, this is a new account I'm using - but-I have been selling here since 1999 and used it a thousand times-The "Add Second Category" is NOT on the listing page - ONLY - Change Category.I need help please.Anyone?
