If this is sandbox, you might be out of luck - I ended up using
production to test. What fixed my error there was removing packageType
from the inventory, but you might have a different issue.
I think shippingOptions is a red herring here. As I'm going around
posting in every place I looked and didn't find the answer, removing
packageType solved my issue.
