EBAY NOT DEPOSITING PAYMENT TO MY ACCOUNT

I sold an item and the buyer sent the payment and the merchandise has been sent to the buyer. We have not received the payment from EBay. Now I am out my merchansie and EBAY is keeping my money. Is this normal for transactions on EBAY
