Trying to generate a shipping label and it states: something went wrong and we were not able to generate the label. This is going to an address in Puerto Rico

Shipping internationally. I chose the 1.55 global stamp and when someone bought the card it then charged me an additional $13 for shipping. Not sure why that is. Is it extra taxes by that country?
