HOW TO ISSUE AN ADDITIONAL REFUND TO A BUYER?

Issued a refund to buyer. Ebay shows they refunded amount paid and shipping. Buyer says only received the amount paid for item. What's Going on??? Can't get any help from eBay site/help. Chat and phone disabled on screen?????
