Is it true that a buyer cannot give a negative feedback on a refund issued on a just placed purchase?

shipped a magazine to a customer with a cardboard cover front and back, when it arrived at the location, the customer claimed that the front cover and back cover had separated from the rest of the book. It was not shipped that way!
