Buyer selects USPS Parcel Select Ground and I cannot even ship that on ebay?

My buyer selected parcel select and that is not even a shipping option via eBay label print. In fact they upcharge me for priority???

Buyer wants to use a different PayPal account to pay

My buyer wants to use a different PayPal account to pay for the auction then one registered with eBay is that ok? Do they just change the one listed in their account?
