Can a Seller offer same exact item on 3 different ebay accounts?

I just noticed that a pair of shoes I wanted in my size was on 3 different sites - all coming from North Carolina. Now - just noticed that ITEM has sold - and guess what - the other 2 sites are out of stock. Is this permitted by Ebay ??

As the purchaser, my item arrived via USPS broken. I immediately contacted Ebay and the Seller. The seller immediately responded with apologies and approved the Return. Original total cost was $234.18 Then Ebay accepted this return but only CREDITED ...
