Disappearing offer

I have gotten notice of an offer for an item that I am selling. When I try to respond to the offer, I get a message that I have no offers at this time. What's up???

Why am I getting charged $1.05 without ANY explanation? And there is nowhere to go on the website to get an answer. Very frustrated!!
