Did e-bay eliminate the USPS small flat rate box as a shipping option Can't seem to find it on old listings or for new listings thanks

It appears my reviews are not public. If I attempt to change it via the radio button I see a message that my reviews cannot be changed because I have active listings. seems odd to me Is there a way to tell if my reviews are public thanks
