My goods stuck at depature

For almost a 2 weeks the goods I ordered is stuck at "departure to destination country" or so . Hope eBay fixes it
Refund (I bought something , seller cancelled )

I bought a product , seller cancelled so i can change location but till now ebay have not issued my refund any way to fix this or make ebay issue my refund

I think November 20th or so they said "October ending till November but it still haven't move from the location"
