Winner of the item has not paid how long does the buyer have to pay , and if they decide not to pay do they get a negative feedback ?

Have a customer who wants to cancel their purchase , said someone else has access to their account ! I agreed to return their money but not until it hits my account . Is there any scams going on where I would pay the return with my credit card ? eBay...
