Why can’t invoices be sent to buyers

For three days I have gotten the message “try again later”. I want to send an invoice showing free shipping

return shipping charged when item was never sent

I tried to buy a pair of boots. They were never sent and a return was started. The refund was given for the boots but I was charged return shipping through Pay Pal even thogh the boots were never sent.
