I was still getting this error so I finally just broke down and bought
the 2 items separately (the trouble invoice was for combining shipping
for 2 items). So no, this was not blocking a repeat buyer. Something is
messed up on the eBay side.
Having the same issue but I'm the buyer in my case. Tried different
browsers, disabling ad-blocker, desktop, app on tablet, app on mobile
