Why can I no longer promote my listings? It seems like that option just disappeared.

I issued a refund for a wrong item sent to buyer. However since I sent refund before they requested a return a return label cannot be created. How can I send them a return label through Ebay?

I accidently purchases 2 shipping labels for an item. How can I get a refund on the one I did not use?
