Trying to purchase card from Ebay seller willing to pay price there asking for no offer. Why will they not deliver to Illinois ?

Made many purchases in the last month none of them are showing up onbuy again

I purchased cards on ebay as of now have not received them 5 days after shows delivered. Seller says I should get ahold of post office to inquire. Is that my responsibility or the seller. The cards were paid for at time of purchase
