Usps first class letter mail Option is not showing on my end even though my item meets the Criteria.

Buyer says item they bought the office gave to another person at post office. Now they want insurance infor so they can file claim at post office. But post office says the item was picked up by buyer

The button is usually blue on screen but stays gray but only doing it for international shipping items.
