does ebay still have live chat or has it been discontinued, if they do how do I find it?

I sent some ebay cards for a fraudulent purchase. I canceled the cards in time so they could not be used. I am sure someone else has done this, have you had any luck on getting your money back? The police say ebay should refund me the money back sinc...
