HiWe have canceled the Order by mistake which was delivered and payment has also been refunded from eBay. Now what we can do to stop this pls suggest

We are trying to list an item on eBay but the selling limit is exhausted and we have not listed a single product till now so how is the selling limit exhausted and how we can increase the same to get the product listed.
