Item NOT received. Ebay has closed the case, seller will not contact me

In November 23, 2021 I purchased a smoke stack from ry-170354 as of today's date Thursday, January 27, 2022 I still have not gotten a response from seller. I do believe it was a scam and I cannot get ebay to help with getting my money back.

How long does it take for eBay to make a decision on an appeal
