sent a wrong tracking number the buyer already has the package i need to contact ebay to release funds what is a phone number to speak to someone

I need eBay to relist my car 

I bought a product and canceled it before it was shipped seller agreed to cancel and refund seller 2 x said it would be refund in PayPal as of yet no refund and and seller has not answered my last email sent Monday

Question ebay closed my case after the seller shipped the object to a wrong address what do I do now
