My account changed to Shipping policies from the old way. Is there a way to switch back? I have been searching, and no luck yet

Hello, Has anyone else had an uptick in byers that bid on items, win, then try to cancel, especially foreign buyers?I have has 3x now in the past 2 weeks, a foreign buyer, with a zero FB score, bid in the last minutes, win, and not pay.
