Is there a way to request Tax refund from ebay purchases that are sent out of the US territory?

Hey,Is there a way to request a tax refund from eBay, for purchases that are sent to a freight forwarder for export out of the US territory?I know this can be done with Amazon but is there a way to do it for eBay purchases?
