Final Value fee on single vehicle sale using Quick Listing

Hi Folks. I can't tell from all the info on the Ebay website if I have to pay a Final Value Fee if I sell my truck (one time seller) on Ebay using the Quick Listing Premium Package. Can someone please help me understand? Thank you so much!
