Phone was NOT Unlocked!

The Samsung Galaxy 8+ allowed set up but was not unlocked. This has happened 2 other times. Very frustrating. Is this a scam? Bought from Cellular Stream.

My Samsung Galaxy 8+ from Cellular stream allowed Set up, but not activation. It is not unlocked as was claimed. -Julie
