eBay

I've noticed that when I have a buyer watching an item I can send them an offer. But then when others start to watch the item I cannot send them an offer. Why is that?

I have been trying to get Ebay to call me for over two weeks now. I have even chatted with them letting them know no one is calling me back. They keep sending messages that they have tried calling and no answer. I have caller id and no one has tried ...
