How do I know the bidders of an item are not the seller? Their identities are "protected."

Why is it that certain bidders can hide their identity and then withdraw from their "wins" and leave you holding the bag???No explanation. No excuse. No remorse. Just "now YOU have to foot the bill."How is this legal???
