I have been trying to submit a "Get Ebay involved" form submitted. Each time I try to submit the form an error message says Oops, we are having technical issues...try again later" The form url https://www.ebay.com/res/ItemNotReceived/EscalateRequest?...

I have been disputing a purchase and need to get Ebay involved. When I tried to submit the form with a description of the issue I get an "oops there is a technical issue" message. How do I get in touch with someone to deal with a scamming seller?
