I also had the same issue. but then I signed out from my account and logged in again. After that it allowed me to create my listings.

Hi.. I also had this problem. But then I signed out and logged in again. Then it allowed me to create my listings in Google chrome Browser. Try it.

Manage payments are available in Sri Lanka now. But I guess I have to wait. Thank you very much for your support.
