They claimed that Paypal was “above” eBay and could not refund my item until I drop my case with Paypal.

FYI I started tweeting at the CEO and my refund was delivered within the hour. Coincidence? I think not.

Same I opened a Paypal dispute and get mixed information from the Paypal reps. One says I have to provide proof from UPS and another says that Paypal will confirm with UPS as to whether or not the package was delivered to the exact address.

I tried that but UPS claims they do not provide that in writing. I spoke with 4 representatives.
