AP will not allow me to submit a bid

Your AP will Not allow me to submit a bid proposal because I submitted at bid on an other vehicle WHICH I WAS OVER BID by another person, so I am wondering now why I cannot submit a bid proposal on a different vehicle!?? Doesn’t make sense!
