Bogus Tracking Number from seller will cause E-bay and Pay Pal to Close claims

Bought Item from Seller on eBay seller niha-17 for a Laptop Battery -- He gave a False Tracking number which had a delivery Zip same as mine 91911 but WRONG Delivery Address. But it was good enough for eBay and PayPal to CLOSE my Claims in both cases...

My watchlist will not let me add items.

I not on a restriction - why can't I add to my watchlist. I'm at 285 items and every time I click on add to watchlist it says its full. I thought the limit is 400 items?? What gives?? This Started about 3 weeks ago.
