Notification/banner of offer acceptance (already shipped and delivered item) stuck in loop

I cleared cookies, updated Chrome, tried Edge, cleared all offers, messages, and this outdated notification appears every 10 seconds on every page I am viewing on Ebay. What else can I do? Any ideas?
