I bought a $500 dollar RTX and it says the account isn't registered no longer. I want my money back

I have linked my Paypal account to my ebay and do I have to have a credit card or a bank account?

Hi, I was wondering if on Paypal I have not linked a bank account and I have just linked a prepaid visa card. Could I still receive money or spend money when I don't have a bank account or a actual credit card?
