Refund issued to a card I no longer have

a refund was issued to a prepaid Visa card I no longer have, after the prepaid Visa was used up I threw it away. I contacted eBay who tells me to contact PayPal and neither one of them I can get ahold of to resolve the issue HEEELLLLPPP!!!!
