Buyer received ok from Ebay to return order consisting of three of same item. After shipping the return, buyer informs me he only shipped two of the three items. How do I let Ebay know not to refund the full order cost?

Why has eBay spent years saying they are "checking into" the problem of not being able to print a packing slip from the android mobile app, without fixing it??? This fix is long overdue. Actually, this option should have been included from day one.
