Paypal multi-order shipping - DOWN today

anyone else having trouble with paypal multi-order shipping? keeps saying error try again.

How to end a claim against you 8 days past recieving date.

Someone opened a claim against me and ship back to me date by was Dec 1st. its 8 days past they havent sent item back ebay still has claim open and paypal has funds held. How do I close this to get my funds. customer has not shipped item back.
