Is anyone having ultra violet germicidal lights taken down if so do you know why ?

I sold an item that i tested before shipping customer claims item defective requested return i said ok just send it back to me 12 day later they appeal to ebay not wanting to ship the item back i pay for return shipping dont get what the problem is ?

I recently sold an item for 17.00 and the amount going to be credited to my account is only 14.28 what fee was i paying for ?
