Nevermind the initial charge was for another label going to Canada that charged me the extra 10$ the same time I was shipping out the other order to Italy.

USPS International is a flat $13ish to the same location. The only reason I chose eBay International is because it was advertised as the cheapest.

I was charged 11$ initially (I checked PayPal) then I was charged an additional 10$ today.

I shipped a 10$ package and (the buyer paid) paid 15$ for shipping then a week later I was charged another $10.The lesson is, DO NOT USE eBay International Standard Delivery. If shipping Internationally use USPS First-Class Package International if y...
