Isn't so much eBay, or any other retailer/seller of goods. But more to
the point banking laws and regulations make it difficult to nearly
impossible to reverse a "refund". Charge backs in certain situations can
be reversed. But even then eBay doesn't...
Take away point is if federal government is going to treat eBay sellers
and others with third party income over $600 as "business", then people
need to get their ducks in a row.

Someone had to pay for all the free money democrats are giving out under
guise of "covid relief". Biden, Schumer and Pelosi are keen to say all
this spending won't bust US treasury and or otherwise add to (already)
enormous (and growing) debt levels....
If certain number of days have passed between payment of order, and no
tracking information is listed by seller, and or just no tracking
information period, that's all she wrote. If buyer opens a "Didn't
Receive Item" complaint eBay will almost alway...
USPS was struggling with various issues before covid-19, and thing
seemingly have only gotten worse over past year. All mail is slower
including PM, and I don't expect things to improve anytime soon either.
