I have listed an item with an automatic offer decline. Someone offered a few dollars less than that number. Is it ok for me to contact potential buyer and tell them what the lowest offer I'd accept would be to see if they want to match it?

What is going on that a listing cannot be completed? Listing an item saves to drafts, but cannot be submitted. How can one sell something if listing cannot be submitted? Is there a way to contact EB and get an answer? I've tried searching seller info...
