I never used to have this problem but in the last 5 or so years I always
get this. You need to have money in your PayPal balance to issue the
refund through PayPal. Or alternatively issue through PayPal and it will
show in Ebay.
I've had two packages, one shipped from Lithuania and one from Germany
(not through Ebay). I've been waiting 4 weeks and still not had an
arrival scan in the US.
